No — ISF (Importer Security Filing) applies only to cargo arriving in the United States by ocean vessel. It does not apply to shipments arriving by air. Air freight uses a different advance screening program called Air Cargo Advance Screening (ACAS), which is handled by the airline rather than the importer.
